Shane Coughlan delivered a speech entitled ‘Practical Economic Engagement with Free and Open Source Software’ at OSC Tokyo between 10:15 and 11:00 on Friday the 30th October. Details of his speech are available here.

The speech was well-attended and was followed by a series of private meetings.  This marked Opendawn’s first major engagement with the Japanese developer community, and provided an opportunity to build bridges between Eastern and Western experts.  Of particular interest was the IPA’s work in sponsoring new development, the research being made available by AIST, and the governance activities being undertaken by large telecommunication corporations.

Shane Coughlan met with the Director, Business Support Manage, Open Source Centre Manager and Innovation Advisor of Northern Ireland’s Southern Regional College as well as local business representatives to discuss FOSS trends and practical engagement.

Educational establishments and businesses in Northern Ireland are developing plans for economic regeneration and innovation.  Information Technology and FOSS in particular are regarded as central to this strategy.  Opendawn helped the stakeholders bridge the gap between goals and real world implementation.

From today Shane Coughlan will act as an Advisor to the newly formed Copyright Office at the Afghan Ministry of Information and Culture.

He will assist with the development of processes, issue resolution methods and integration with the international market.  One of his key activities will be building and managing communication with an international team of legal experts to contribute impartial, practical knowledge about Copyright, transaction management and cultural wealth.

Shane Coughlan attended the ‘Asia-pacific Regional symposium on Copyright related aspects of information and communication technologies (ICT)‘ as a guest of the World Intellectual Property Organization.  The symposium was held between the 29th and 31st of July in Hanoi, Viet Nam.  Delegates from 13 countries were present, including Afghanistan, Bhutan, Indonesia, Japan, Mongolia, The Philippines, Singapore and Thailand.

Shane delivered three speeches at the event.  The first examined ‘What Are Internet Intermediaries and their Various Types?‘ from the perspective of how the Internet is currently organized.  The second contextualized the place of ‘Search Engines, User Generated Content (UGC) and Social Network Services (SNS)‘ in the economics of the digital sphere.  The third explored measurable economic value in more detail by presenting a case-study on ‘Blogging‘.

The symposium was co-chaired by Richard Owens, the WIPO Director of Copyright E-Commerce, Technology and Management Division and Takashi Imura, Deputy Director of the International Affairs Division at the Agency for Cultural Affairs, Japan.  The host was the copyright office of Viet Nam.

Shane Coughlan (Opendawn) and Andrew Katz (Moorcrofts) have published an article entitled ‘Introducing the Risk Grid‘ in the International Free and Open Source Software Law Review.  The risk grid is a tool to assist lawyers allocate risk in commercial transactions involving Free and Open Source Software (FOSS), and is an outcome of the European Legal Network’s special interest group on the commercial procurement of FOSS.  This article and the accompanying version of the risk grid mark the public release of the tool, the first of its kind in the FOSS market.

Shane Coughlan has become the Asia Representative of OpenForum Europe.  He is charged with the development of contacts and opportunities for OFE in the Asian region.

He will focus on examining and mapping the market dynamics in Japan, Korea, China and Taiwan and providing advocacy for OFE projects and goals at conferences and meetings. He will also contribute directly to OFE special interest groups and initiatives when required.

Shane Coughlan hosted a Continuing Legal Education seminar for lawyers on the California bar on behalf of the Japan Law Society on the 18th of June.  This seminar was located at the Yodoyabashi & Yamagami offices in Osaka and broadcast live via videolink to audience members at the Kao Corporation in Tokyo.

Shane discussed FOSS licensing and practical market engagement.  His talk focused on using copyright to regulate the distribution of creative work, and what ramifications FOSS has for other aspects of a traditional IPR portfolio such as patents and trademarks.
